Moree Bail Accommodation Program: Expressions of interest sought

YOUTH Justice NSW, Department of Communities and Justice, is asking Aboriginal Community Controlled Organisations to indicate interest in delivering services for young people in Moree through the Moree Bail Accommodation Program.

Aboriginal Community Controlled Organisations (ACCOs) based in, or delivering services in Moree Plains Shire, are invited to express interest.

Moree Plains Shire Council general manager Kelvin Tytherleigh said the EOI process is an important step in addressing social issues locally.

“This project will be the first of its kind in New South Wales so Moree is leading the way,” Mr Tytherleigh said.

“The partnership between Council, the Premier’s Office and Department of Communities and Justice has been excellent and we look forward to continuing to work together.”

This is not a tender process.

Youth Justice NSW seeks general information from all ACCOs wishing to apply once the tender opens.

The Department is committed to supporting Aboriginal and Torres Strait Islander community-controlled organisations (ACCOs) in delivering Aboriginal services to Aboriginal young people and their families.

Department of Communities and Justice said Aboriginal people know the best way to design and deliver services to their own communities.

As part of its commitment, Youth Justice NSW encourages ACCOs to consider registering interest in delivering the program.

“The majority of young people in Moree eligible for this service are Aboriginal, so it is essential the service is designed and delivered in a way that is culturally appropriate and safe, supporting the self-determination of young people and their families,” the Youth Services NSW information package states.

Program outline

The Moree Bail Accommodation Program will provide an innovative, culturally safe and strengthening accommodation environment to young people in Moree, particularly Aboriginal young people.

This is a strength-based residential family style environment for young Aboriginal people who need to be supported through a strong focus on culture, family and understanding.

Subject to co-design with young people, families and local stakeholders the program may support:

Young people granted police bail but unable to be supported at home; and

Young people granted bail by a magistrate but who need to have accommodation found for them.

Youth Justice NSW will work with the successful provider and relevant authorities in Moree to secure premises which may be utilised for these purposes.

The Program must be Aboriginal-led with a solid foundation based on strengthening young people’s connection to family, culture and community.

The service will be staffed on a 24/7 basis and will be available for referrals of young people outside of business hours.

The Program will adopt a model of care with culture at its centre and be strengths based, healing informed and trauma aware.

The Program will build pathways for young people to access a range of supports which may include mentoring, reconnection with education and opportunities for employment.

The service will be delivered through the Bail Accommodation Program property (or properties) but potentially may work in community settings while young people are residing with family.

Youth Justice NSW encourages interested to submit a bid to establish and operate the Bail Accommodation Program in Moree by completing an expression of interest form.

    Perhaps there needs to be some consultation with Aboriginal Hostels who already have expertise in this area. They are a Federally funded organisation that is already doing work in this space.
