Narrabri Shire Council appoints Eloise Chaplain as general manager

NARRABRI Shire Council has announced the appointment of Eloise Chaplain as its new general manager, following a competitive recruitment process that attracted a strong field of candidates from across the country.

Mrs Chaplain has served as Interim general manager since August, providing steady and effective leadership through a period of transition.

Her appointment follows more than five years’ dedicated service to Narrabri Shire Council, most recently in the role of director of infrastructure delivery.

Prior to joining Council, Mrs Chaplain built a successful career in the mining sector, working as a mining engineer with BHP and South32 for a combined period of more than eight years.

She brings to the role a wealth of technical knowledge, operational experience and a practical understanding of regional development and infrastructure delivery.

Mrs. Chaplain possesses a Bachelor of Engineering from the University of Queensland and a Master’s Degree in Business (Finance) from the University of New England.

Her blend of engineering and financial qualifications uniquely positions her to drive performance, accountability and long-term planning within the organisation.

Mrs Chaplain and her husband operate a mixed farming enterprise near Wee Waa and are raising their three children in the Narrabri Shire. Her deep connection to the region and commitment to its future are reflected in her inclusive leadership and community focus.

Eloise Chaplain has been appointed Narrabri Shire Council general manager.

Mayor Darrell Tiemens welcomed the appointment.

“Eloise has earned the respect of her colleagues, the community and this Council through her professionalism, integrity and hands-on approach,” Cr Tiemens said.

“We had an outstanding field of applicants, and the recruitment process was long and gruelling for all involved, which makes this result even more meaningful.

“It is an exciting time for Narrabri Shire, with the announcement of the Narrabri Place Strategy, adoption of the Community Strategic Plan and the development of the Airport Master Plan,” he said.

“I invite the entire community to join with me in congratulating Eloise on her appointment as general manager of Narrabri Shire Council.

“We are confident she will lead our organisation into its next chapter with strength and vision.

“Narrabri Shire Council looks forward to working with Eloise as she takes on this vital leadership role, building upon the strong foundations laid in recent years and delivering for the people of Narrabri Shire,” Cr Tiemens said.
