Cross-Border Commissioner Ian Leavers dies suddenly

Nov 12, 2025

COMMUNITIES across Queensland and northern New South Wales are saddened by the death of Cross-Border Commissioner and former President of Queensland Police Union, Ian Leavers on Monday.

Mr Leavers was found deceased around 9.50am this morning after police were called to a Mount Ommaney address.

His death is not being treated as suspicious, and investigations are ongoing.

Goondiwindi Regional Council mayor, Lawrence Springborg, said Mr Leavers was more than an exceptional professional – he was also a personal friend and great mate.

“Having worked closely with Ian for over 20 years, I witnessed first-hand his deep commitment to public service and his remarkable ability to lead with integrity, strength, and compassion,” Cr Springborg said.

“Across his career, Ian excelled in everything he turned his hand to. His 15 years as president of the Queensland Police Union was, in itself, an extraordinary contribution.

“He was deeply dedicated to his police family – pragmatic, considered, and unwavering in his advocacy for Queensland Police Service members.

“Ian stood by them through their darkest days, particularly in times of tragedy, offering steadfast support and leadership when it was needed most,” he said.

“In 2024, Ian was appointed as Queensland’s first Cross-Border Commissioner – an inspired decision by the Miles Government, later recognised by the Crisafulli Government through his elevation to report directly to the Premier.

“In a year, Ian engaged with hundreds of border residents, not only here in Goondiwindi but across the Queensland, New South Wales, and Northern Territory borders.

“Through his compassion, dedication, and genuine care, he was already making a meaningful difference in tackling long-standing cross-border challenges that had frustrated communities for decades.

“Ian’s passing is a tremendous loss – to his family, his many friends, and the communities he served with such heart. He will be sorely missed,” Cr Springborg said.

Inverell Shire mayor, Kate Dight, paid tribute to Mr Leavers’ outstanding service and dedication, particularly through his work with Border region councils.

“Mr Leavers was a tireless advocate for cross-border communities,” Cr Dight said.

“His commitment to resolving jurisdictional challenges and improving outcomes for residents across state lines was unwavering.

“He brought a unique and practical understanding to the role, shaped by his experience as a former police union president and he worked with great determination to deliver meaningful solutions.

“On behalf of Inverell Shire Council, I extend our sincere sympathies to Mr Leavers’ family, friends, and colleagues. His commanding presence, collaborative spirit, and deep commitment to public service will be greatly missed,” Cr Dight said.

Queensland Police Service Commissioner Steve Gollschewski spoke about how he felt privileged to know and work alongside Mr Leavers.

“For more than 15 years as President of the QPUE, Ian led with unwavering purpose and commitment to QPS members,” Mr Gollschewski said.

“Ian’s passing will have significant impacts across the organisation, with partners and the community due to his deep connection and advocacy for the frontline and the relationships he built.”

“I had the privilege of working with Ian for many years and have the deepest respect for him personally and professionally, and his steadfast commitment to our people, especially during times of crisis.

“Ian’s leadership was defined by his relentless support for the workforce, with the introduction of significant policy improvements, and better conditions and entitlements for members.

“Ian will be deeply missed by all of those who knew him. The thoughts of the Service and our sincerest condolences are with Ian’s family and friends at this difficult time,” Mr Gollschewski said.

Mr Leavers was also a committee member of the Ipswich Turf Club.

Club chairman Wayne Patch said Mr Leavers brought with him a high level of experience in lobbying and association with people of all levels of government to the club.

“He had been enthusiastically learning more about the industry and the club had great plans for him moving forward,” Mr Patch said.

“To see that tragically cut short is not just a loss to the ITC, but the racing industry and the community as a whole.

“’Leavo’ was a wonderful friend to many and as good a company to be in as you could wish for.”

The Vale Ian Leavers Maiden Plate will be run in his honour as the opening race at tomorrow’s ITC race meeting.
